The philosophy underpinning the programme is that every Scout Network should participate in a Balanced Programme over a period of time. The emphasis has shifted from a badge and award driven culture to one that nsures that all young people experience a quality programme covering a wide range of subjects. To help, the Balanced Programme is divided into a number of Self Development Areas, methods and underlying ways of working.

Self Development Areas split the whole programme into manageable areas. Each Area represents a different development area in a young person's life. There are three Self Development Areas in Scout Network Section. They are:

As part of the Balanced Programme across the Self Development Areas, the Network should experience a variety of Methods through the programme. This will make meetings and activitie smore interesting and appeal to a wider cross-section of Members.
