It is based solely on information from Self Evaluation Tools completed by County, Area or Regional Training Managers and provides a picture of what is going on with training across the country as a whole.

National Support for Training

Supporting the delivery of training is equally important as the process of ensuring quality and consistency of learning for Adults in Scouting.

The role of Regional Training Adviser is one focused both on the sampling of training outcomes and on supporting the provision of good quality learning.

The Role of Regional Training Adviser:

RTAs are appointed nationally and sit on the Adult Training Support Team, along with the Chair, who is the line manager to the RTAs. The Chair is currently Mike Kerrigan.

RTAs work on a regional basis supporting CCs and CTMs (or equivalent) in the provision of training and moderation within the County. This support can vary according to the needs of the County/Area, however their main point of contact will be the County Training Manager. This is part of ensuring that a flexible approach to training is maintained, where local needs are responded to.

RTAs have no line management responsibilities in Counties or Areas.

RTAs assist CTMs in the use of the Self Evaluation Tool. The Self Evaluation Tool is a method by which CTMs can gauge the quality of training and validation in their County.

If required RTAs may also assist in the training of Training Advisers, CTMs and LTMs.

RTAs gather and disseminate good practice regionally and nationally, thus providing a bench mark which Counties can use to judge their training against. They do this by providing feedback to a national level from the Regions and vice versa.

RTAs do not moderate OCN validations. This is the job of the County Moderator. RTAs moderate all other validations. County Moderators liase with the Chair of the Adult Training Support Team regarding standards for OCN candidates.

Fundamentally, the introduction of RTAs and the system of quality assurance is about ensuring that Training Advisers know what the appropriate standard is for validation of training, that they are given assistance in meeting that standard and that a woodbadge has the same value everywhere in the UK.

Mike Kerrigan - Chair

Mike Kerrigan is chair of the Adult Training Support Team and line manager to the Regional Training Advisers.

Mike started in Scouting at the age of eight as a Wolf Cub in London. His first involvement as an adult in Scouting was in the early 80s as a Group Chairperson in a Group in New Forest West Scout District. He soon moved on to be the Group Scout Leader of the same Group. Mike has held many roles in Scouting and is currently the lead volunteer of the Appointment Process project for the Adults in Scouting Working Group, a Local Training Manager in Hampshire and still helps with a Cub Pack when he can.

Mike works as a self-employed training consultant.

Until a new RTA is appointed, Mike will be supporting the CCs and CTMs in GLSW, GLSE, GLS and British Scouts Western Europe.

Iain Fairbairn - Regional Training Adviser

Iain started out as a Beaver Leader in 1983, quickly becoming involved in Adult Training acting as Facilitator, Presenter and then Course Director. He held the post of AAC (AT) until the post went. He was involved Nationally on the NATF and subsequently with Adult Support Team throughout the research, development and roll-out of the Adult Training Scheme.

Away from Scouting Iain runs a training consultancy concentrating on delivery of NVQ awards to industry, he is married with three grown up children and seven grandchildren - at the last count.

Iain supports the CCs and CTMs in Cumbria, West Lancashire, Isle of Man, East Lancashire, Northumberland, Durham and Cleveland.

Andrew Hill - Regional Training Adviser

Andrew supports the CCs and CTMs in Gloucestershire, Oxfordshire, Hampshire and Hertfordshire.

Isabel McNab - Regional Training Adviser

Isabel has been Scottish Commissioner for Adult Support since June 2004. She supports adult leaders through a structure of six Regional Training Managers and their teams of Local Training Managers and oversees the delivery of and implementation of the adult training scheme. The Scottish Chief Commissioner has decided that part of her remit is to ensure that the moderation arrangements for the scheme are appropriately applied in Scotland. Prior to talking up her current appointment Isabel was a leader in Edinburgh where she was involved in adult training and prior to that in the cub scout section.

She has been involved in a number of Scottish and national initiatives throughout the years and considers that Scouting has offered her opportunities to try things and face challenges which would otherwise have been lost.

Ben Balaam - Regional Training Adviser

Ben Joined Scouting as a Wolf Cub in North London on his eighth birthday. A Section Leader for many years, he then changed tack to ADC LT/AS for several years followed by several years in the role of DC for Ware and District. He was a County Trainer/Course Director for a number of years and Manager of GCA training for Hertfordshire, in its last two years of being. Training and facilitating is always an enjoyable challenge, you never know what the next question is going to be!

At work, Ben is a Director of Engineering for a company in the East End of London.

Ben supports the CCs and CTMs in Birmingham, Solihull, Buckinghamshire, Berkshire, Bedfordshire and Essex.

Margaret Medler - Regional Training Adviser

Margaret started working with young people as a Guide Leader in Essex in the early 1970s when her children were growing up. She joined the Scout Association in 1981 and has undertaken many leader roles first in the Cub section until 1989, Scout section until 2004 when she tookon her current role of ESL (YL). In 2000 Margaret took on the additional role of ADC (AT) becoming an LTM in North Essex in 2003 on the change of training scheme. 2001 saw her become an adult volunteer at Headquarters with the Adult Training Working Group to be followed by her current appointment as Regional Training Adviser.

Margaret works in an NHS Foundation Trust within the Eduction and Training Directorate running a Unit that trains and supports staff to assess and deliver high quality healthcare.

Margaret supports the CCs and CTMs in Cambridgeshire, Norfolk, Suffolk, GLN, GLNE, GLMW and British Scout Groups Abroad.

Gyles Wren - Regional Training Adviser

Gyles has been in Scouting for over 25 years and is a Queen Scout. He has held warrants as a Scout Leader, Venture Scout Leader and with the formation of Explorer Scouts, District Explorer Scout Commissioner. His focus has always been to put back in what he feels he has gained and as such has been a trainer for almost 15 years, originally as an ADC Leader Trainer and when the new Adult Learning Scheme went live, County Training Manager, all in Hertfordshire.

When he's not Scouting he works professionally as a Sales Trainer and Coach in the Pharmaceutical Industry. If there is any time left over he spends it with his girlfriend in the mountains as they are both British Mountaineering Council Mountain Leaders.

Gyles supports the CCs and CTMs in Merseyside, GMW, GME, GMN, Cheshire, Staffordshire, West Mercia and Derbyshire.

Andy Neil - Regional Training Adviser

Andy supports the CCs and CTMs in Cornwall, Devon, Somerset and Avon.

Judith Freeman - Regional Training Adviser

Judith supports the CCs and CTMs in Surrey, West Sussex, East Sussex and Kent.

Christine Watson - Regional Training Adviser

Christine supports the CCs and CTMs in North Yorkshire, Central Yorkshire, South Yorkshire and Humbershire.

Gareth Tanswell - Regional Training Adviser

Gareth began scouting at the age of 8 as a Cub Scout in Newport, Gwent. He was then an Air Scout before returning to his old cub pack as a young leader. He recently completed a BA (Hons) degree in Geography at Aberystwyth where he became a Cub Scout Leader, Assistant District Commissioner and Local Training Manager. In 2006 he returned to South East Wales where he now works as a Regional Training Adviser.

Gareth recently completed a PGCE in post compulsory education and training, and teaches Welsh to adults for a local college.

Gareth supports the ACs and ATMs in Gwent, Cardiff and VG, Radnor, Brecknock and Mid Glamorgan. He also works closely with Wales' Commissioners to support ATMs in Wales.

Richard Brownless - Regional Training Adviser

I was a late starter to Scouting, not joining until 1984. Since then I have held the roles of Assistant and Leader in Scouts, Assistant Leader in Cubs all at 10th Scunthorpe Group. In 1994 I was privileged enough to become District Commissioner for Scunthorpe which I enjoyed immensely. I went on to take up the challenge of Assistant County Commissioner Adult Training in 1999 and in 2003 I took up the role of County Training Manager. I currently chair the North East Region County Training Managers and as Regional Training Adviser I look forward to working with and supporting County Training Managers.

Outside of Scouting I am vice chair of governors at a school in Scunthorpe and up to Christmas 2005 I was Hotel Services Manager in the National Health Service.

Richard supports the CCs and CTMs in Nottinghamshire, Lincolnshire, Leicestershire, Rutland and Northamptonshire.
